SMA Minor Construction

New BMPs as designed in the SMA Minor permit were put in place before any sitework commenced. The construction of the SMA Minor is nearing completion. The parking lot has been paved and striped. The grading work including the bioswales is nearly complete. Special care was taken to avoid any grading work during heavy rainstorms. Remaining tasks include landscaping and finishing the bioswale in the front area. The kalo continues to get more dense in the planter boxes along Kamehameha. Uala was also planted this month in the boxes by Hui Aloha Aina Momona. Four signs were posted directing pedestrians to use the crosswalk at Pupukea Road - three facing Kamehameha Highway and one facing internal traffic at the entry drive. Hanapohaku submitted a fence permit for the remaining portion along Pahoe Road on May 19th. Once this permit is received, construction will begin within 30 days as required by the settlement.


Tenant Compliance

All trucks completed their required two moves in June with some being off site for multiple days. Single-use plastics, plastic straws, and non-reef-safe sunscreen continue to be prohibited for all tenants. Tour buses continue to be prohibited from the site. All tenants have been notified to remind customers to use the crosswalk at Pupukea Road when crossing Kamehameha Highway. Any signs within 30 feet of the highway have been removed.

Baseline Inspection Report and Compliance

Inspectors from DPP visited the property unannounced in February, and conducted a baseline inspection of the entire property. Hanapohaku and others received the report on February 23rd. Hanapohaku has since reviewed the report including the photos and required changes described in it. All tents required to be removed were immediately taken down. The signs included in the report have all been removed. The electrical violations have been addressed and are awaiting a final inspection at the completion of the SMA minor construction. 

Permitting Update

On June 29th Resolution 21-115 passed out of the Zoning Committee with a 4-0. On June 30th the resolution was passed by the City Council with a 7-2 vote. Question When will the pile of green debris, dirt and rock located at the current end of the chain link fence on the Pahoe rd side be cleaned up? Seem you could get on Development side of fence. Thanks

Aloha HP, We have noticed the activity recently on site re paving and drainage system installation. Could you please provide an "as built" drawing for all of the site and utility improvements (fence, paving, drainage, etc)? In addition, if you have updated DPP on any of these items as part of the SMA conditions, please send us a copy of that correspondence and any replies from DPP. The last version we have of the Site and Utility Plan is four years old - stamped approved 11/30/17 so information from that date to present is requested. Mahalo.

The construction is still ongoing so there are no as-built drawings now. After the construction is complete there will be a final inspection by DPP, our engineers, and our contractor verifying that the construction matches the permits and the plans. We are happy to share the final report with these sign offs when this is completed.

The construction was based on the same plans that were completed in 2017. We renewed the permit several times but these plans did not change.

Hi Denise - Just wanted to follow up with some updates to your questions. 

  1. According to our web consultant the architecture of the website template makes it difficult to add in the photo functionality. We are happy to accept photo attachments to this email address if there are critical items to share.
  2. The last planter box has been completed by the contractor and is in place.
  3. Hui Aloha Aina Momona will be coming in the next week or so and adding in additional native plants to fill in the gaps between the kalo. All of these plants should continue to increase in density.
  4. Signs directing pedestrians to use the crosswalk have been ordered from Safety Systems Hawaii and will be placed as soon as they are received.

We'll continue to monitor all of these items and make adjustments as needed.

* Good.  I noticed pedestrians crossing the highway recently with rental snorkel gear - the attached photo and video shows them crossing from the beach park back across the highway - when people rent gear, they could be advised not to cross the highway other than the crosswalk - it is especially scary to see kids in tow while traffic is jammed up and drivers are distracted.  if you cannot open the photo/video, let me know.

Denise - A few more updates to keep you in the loop:

  • Hotline language has been updated on the website to mention that photos can be attached and sent to the response email.
  • We continue to discourage pedestrian crossing of Kamehameha Highway. The signs directing pedestrians to the crosswalk were put up yesterday.

One request - as we finish up the sitework on the sma minor we also want to make sure all of the other elements are in place. There was mention in the settlement that MPW could share designs for the brochures and the educational signage. It would be great if you could share those with us and we can make sure those are in place on the site.

It would help to know more about how you intend to set up the signs (size, number, placement), so 

we/you can adjust the design or information that we provide.  

Some of our designs are very site and audience specific.

We are looking at having two signs, both on the makai side of the property. One on the Foodland side by the buildings and another by the surf shop. The brochures will be located at the cash register area of the businesses. Hope that helps.
